Risk management in a local government unit is the responsibility of village administrators, mayors, town presidents, that is yours

 – wrote in his letter to the participants of the II Conference prof. Michał Kulesza.

On the 21st August 2009 the II Conference entitled „Risk management in local government units – a tool supporting an efficient and safe functioning” took place in Warsaw.  The Conference was organized by the Insurance Monitoring and Risk Management Institute (IMUiZR) with the cooperation of Erigo Risk Management Ltd.

The conference was attended by, among others, starosts, presidents, mayors, village administrators, treasurers and internal auditors.
The new public administration exists in the world since ca 30 years. The emphasis lies on results and risk. In Poland, risk management in local government units slowly paves its way, it should however be stressed that this issue should find its place in the canons of public ad
Therefore I am glad that the Insurance Monitoring and Risk Management Institute created the Risk Management in Local Government Units Academy, which will be an import ant suport for local government units’ administrators – stressed prof. Michał kulesza in his letter to the II Conference participants.

In the part dedicated to the issue of risk management Mrs Justyna Grabkowska, Chairman of  IMUiZR, encouraged local government units’ administrators to conduct and audit of the commune’s all risks, to identify risks connected with every undertaking  prior to its start , and to do this regularly, at regular intervals. Paweł Różycki, an expert in Erigo, underlined that risk management does not mean avoiding the risk; it means taking it and controlling.
In the context of Public and Private Partnerships it was noted that a change of approach to PPP in Poland can be observed, that awareness is growing, but so is the management barrier, mainly as the result of the mass of risks. Participants agreed that, without a critical mass of good examples of such cooperation, the resistance will not be overcome. European experience confirms this fact. The importance of public opinion - that should be informed and invited to discussions about the undertaking – when PPP contracts are concerned - was also underlined. The same concerns local business. Issues connected with the risk of communication between the „office” and the local community – in the context of both PPP and the units’ remaining activity – were also extensively discussed.

In the part concerning limiting natural catastrophes, local government tasks in this respect and examples of sources of financing the effects of these events were presented. The discussion included questions related to crisis management, on the basis of floods and hurricanes that incurred lately in different parts of Poland.
 
Further, risks in public bids’ procedures and risks connected with the use of EU funds were discussed. Participants agreed that reaching out for EU funds is often avoided due to the risk connected with their accounting procedures.
At the end of the II Conference Mrs Justyna Grabkowska, Chairman of IMUiZR, informed participants about the nearest plans of the Institute – inauguration of the Risk Management in Local Government Units Academy and an III Conference from the series „Risk management in local government units – a tool supporting an efficient and safe functioning”.

The conference took place under the patronage of the Polish Promotion Emblem TERAZ POLSKA.
